On a Verified Twitter account, the tick is next to the name. If we use Ricky Gervais who is a well known verified celebrity on Twitter, you will see that this is the case case https://twitter.com/rickygervais
When Twitter introduced the option of having a header, this was abused by scammers and rogues. Many fake profiles tend to copy the Verified tick and use photoshop, they create a header which they can then upload onto Twitter.

You can clearly see the difference between the two, and how easy it would be for a scammer to fake a verified profile.
